Government Orders Transfers and Postings in Jammu and Kashmir Administration

Srinagar/Jammu: The Government of J&K today has issued Transfer Order, significant transfers and postings have been announced in various administrative positions within Jammu and Kashmir. These changes come as part of administrative restructuring to ensure efficient governance and optimal utilization of human resources. The order, numbered 817-JK(GAD) of 2024, issued on March 12, 2024, mandates immediate implementation.

  1. Mr. Amir Hussain Appointed as Special Officer, Auqaf, J&K: Mr. Amir Hussain, previously serving as Deputy Secretary in the J&K Public Service Commission, has been transferred and appointed as Special Officer for Auqaf, Jammu and Kashmir.
  2. Mr. Zakir Hussain Assumes Deputy Secretary Role in Power Development Department: Mr. Zakir Hussain, who held the position of Assistant Commissioner Panchayat in Kishtwar, will now serve as Deputy Secretary to the Government in the Power Development Department.Additionally, Mr. Phulail Singh, currently the Project Officer for Wage Employment in Kishtwar, will temporarily take charge as Assistant Commissioner Panchayat, Kishtwar, alongside his existing responsibilities.
  3. Mr. Mohsin Raza Relocated as District Mineral Officer, Rajouri: Mr. Mohsin Raza, previously serving as Deputy Secretary to the Government in the Health and Medical Education Department, has been transferred to the role of District Mineral Officer in Rajouri.
  4. Mr. Tariq Ahmad Reshi and Mr. Showkat Ahmad Bhat Trade Roles: Mr. Tariq Ahmad Reshi, Sub-Registrar in Sopore, will now assume the position of District Mineral Officer in Anantnag, while retaining additional responsibilities as Chief Executive Officer of the Municipal Council in both Sopore and Anantnag.Conversely, Mr. Showkat Ahmad Bhat, the former District Mineral Officer in Anantnag, will take over as Sub-Registrar in Sopore. Like Mr. Reshi, he will also hold the position of Chief Executive Officer in both Sopore and Anantnag.
  5. Mr. Mohd. Naseeb Transferred to Social Welfare Department: Mr. Mohd. Naseeb, who previously served as District Mineral Officer in Rajouri, will now take on the role of Deputy Secretary to the Government in the Social Welfare Department.
  6. Mr. Majad Jhangir Assigned Deputy Secretary Position in J&K Public Service Commission: Mr. Majad Jhangir, formerly Special Officer for Auqaf, J&K, will now serve as Deputy Secretary in the J&K Public Service Commission.

JKPSC Opens portal for CCE Mains 2023 after CAT’s Order

The Jammu and Kashmir Public Service Commission(JKPSC) has finally opened its portal for the candidates who had appeared for JKAS Prelims examination 2023 and had qualified the test, but later on the result was revised following the contradiction in the final answer key, which made many candidates out/disqualified from the list.

The said candidates later on approached CAT Jammu and recently CAT gave its verdict in favor of the candidates and PSC was directed to allow these candidates for appearing in the Mains Examination, following this JKPSC Today has issued a notification and asked the said candidates to apply for Mains Test.

The Notification Reads as:

Pursuant to the interim order dated 05.03.2024, passed in OA No. 970/2023, titled Mohammad Iqbal Kumar and Ors Vs UT Of J&K & Ors, OA No 994/2023 titled Gazi Majeed Rather Vs UT Of J&K & Ors and OA No.40/2024, titled Deepika Dua Vs UT Of J&K & Ors the applicants in the said OAs are hereby informed to submit their online application forms for CCE (Mains) 2023, from 08.03.2024 to 10.03.2024.

High-Level Committee Formed to Investigate Revenue Papers of Land Acquisition in Digiana (Industrial Estate)

The government has sanctioned the formation of a High-Level Committee to address concerns regarding the revenue papers of land acquisition in Digiana (Industrial Estate) and to verify the availability of revenue records.

The committee, comprising eminent individuals from various departments, has been tasked with investigating the matter thoroughly and providing recommendations for further action. The members of the committee include:

  1. Divisional Commissioner, Jammu
  2. Deputy Commissioner, Jammu
  3. Managing Director, J&K SIDCO/SICOP
  4. Director, Industries & Commerce, Jammu
  5. General Manager, District Industries Centre, Jammu
  6. Representative from the Department of Law, Justice & Parliamentary Affairs (not below the rank of Additional Secretary)
  7. Any other member to be co-opted by the Committee, as may be required.

The Terms of Reference for the committee have been outlined, with a focus on scrutinizing the revenue papers of land acquisition and verifying the availability of relevant records from the archives.

The committee will submit its findings and recommendations to the government, which will then determine the appropriate course of action.

Shri Chandraker Bharti IAS appointed as Principal Secretary to J&K Home Department

The Ministry of Home Affairs, Government of India, has appointed Shri Chandraker Bharti, IAS (AGMUT:1996), as the Principal Secretary to the Government, Home Department, with immediate effect. The decision comes via Government Order No: 768-JK(GAD) of 2024, dated March 4, 2024, issued by the Lieutenant Governor.

Shri Chandraker Bharti, an engineering graduate from Delhi College of Engineering, brings a wealth of experience to his new role. Having joined the Indian Administrative Services in September 1996, he holds an M.Sc. degree in Public Management & Policy from the esteemed London School of Economics & Political Science, UK.

Bharti’s career spans over 24 years in Civil Services, during which he has held various pivotal positions. His previous assignments include serving as Additional Commissioner in the Department of Sales Tax, Government of NCT of Delhi, and as Director in the Ministry of Commerce & Industry. He has also served as Development Commissioner across diverse Government Departments such as Agriculture, Finance & Planning, Industries & Commerce, and Information Technology in the Union Territory of Pondicherry. Additionally, he has briefly contributed to the Health & Family Welfare and Environment & Forest Departments of the Government of NCT of Delhi.

Rehbar-e-Khel Teachers salary hiked by 50%

Manoj Sinha, has granted approval for a substantial 50% salary raise for 2417 Rehbar-e-Khel (ReK) physical education teachers within the Youth Services and Sports Department.

This landmark decision, reached during a meeting attended by key officials including Rajeev Rai Bhatnagar, Advisor to the Lieutenant Governor, Chief Secretary Atal Dulloo, and Principal Secretary to Lieutenant Governor Mandeep Kumar Bhandari, marks a significant step towards recognizing the dedication and contribution of these educators.

The move comes following thorough deliberation and recommendation by a High Powered Committee established under the Chief Secretary’s purview in 2021, advocating strongly for the much-needed increase in honorarium for Rehbar-e-Khel teachers.

Government of Jammu and Kashmir Announces Administrative Transfers

In a move aimed at optimizing administrative efficiency, the Government of Jammu and Kashmir has issued a series of transfers and postings with immediate effect, as per Government Order No.716-JK(GAD) of 2024, dated February 21, 2024.

Shri. Nazir Ahmad Bhat, who served as Private Secretary and was previously under transfer orders to the J&K Special Tribunal, has been reassigned to the Office of Chief Electoral Officer, J&K. Concurrently, Shri. Ajaz Ahmad Qureshi, also a Private Secretary, has been transferred from the Office of Chief Electoral Officer, J&K to the J&K Special Tribunal.

Furthermore, Shri. Aakash Kumar, Junior Stenographer, has been transferred from the Hospitality & Protocol Department to the Transport Department, where he will work with the Administrative Secretary. Similarly, Shri. Dinesh Kumar, Junior Stenographer, previously awaiting orders of adjustment in the General Administration Department, has been posted in the Office of Chief Electoral Officer, J&K.

In addition, Shri. Raman Kumar and Shri. Manzoor Hussain, both serving as Daftaris, have been transferred from the Agriculture Production Department and the J&K Public Service Commission, respectively, to the Office of Chief Secretary, J&K.

Lastly, Shri. Ashish Singh, who held the position of MTS, has been transferred from the General Administration Department to the J&K Public Service Commission.

All the officers and officials affected by these transfers shall be considered relieved from their previous duties as per the order issued by the Government of Jammu and Kashmir.

Union Territory of J&K Establishes Steering Committee for Local Government Directory Standardization

In a significant move aimed at streamlining administrative processes, the Government of Jammu & Kashmir has announced the establishment of a Union Territory Level Steering Committee. This committee is tasked with the overarching responsibility of monitoring and standardizing the Local Government Directory (LGD) codes across the region.

According to Government Order No.709-JK(GAD) of 2024, dated February 20, 2024, the committee comprises key officials including the Chief Secretary of J&K, the Financial Commissioner of Revenue, and the Commissioner/Secretary to the Government of the Housing and Urban Development Department, among others.

The terms of reference outlined for the committee include:

  1. Standardizing Local Government Directory (LGD) codes in the Union territory of J&K.
  2. Adopting LGD as the standard directory across all databases within the Union territory.
  3. Recommending policy measures for LGD implementation.

This initiative is expected to enhance efficiency in governance by ensuring uniformity and coherence in data management systems across various departments and agencies within the Union territory.

Outrage Over Allegedly Casteist Forest Order Issued by DFO Langate in Kupwara

In a recent development, an official letter purportedly issued by the Divisional Forest Officer (DFO) Langate in Kupwara district of Jammu & Kashmir has sparked controversy and allegations of casteism. The letter, bearing Forest Order No. 43 for the year 2023-24 and dated February 17, 2024, has drawn sharp criticism for its discriminatory language targeting the Shepherd Community including Gujjars, Bakerwals, and Chopans.

Social activist Dr. Raja Muzaffar Bhat, among others, has condemned the contents of the letter, highlighting the insensitivity towards marginalized communities. Dr. Bhat demanded severe action against the Forest Officer responsible for issuing such an order.

DFO Langate Casteist Letter Order

The letter, addressed to the Range Officer of Mawar, cites a surprise inspection conducted at the Forest Check-post Langate, during which a forest official named Bashir Ahmad Dobhi, identified as a Forest Guard, was allegedly found wearing attire resembling that of a shepherd. The DFO, in the order, asserts that forest officials are expected to adhere to a proper dress code while on duty, particularly in sensitive postings.

Consequently, pending a departmental inquiry, Bashir Ahmad Dobhi has been placed under suspension and attached to the Range Office Rafiabad with immediate effect. The Range Officer of Mawar has been instructed to make internal arrangements to fill the gap left by the suspended official until suitable staff can be posted to the check-post.

The language and tone of the letter have raised concerns about the perpetuation of caste-based stereotypes and discrimination within government institutions. Critics argue that instead of focusing on the individual’s performance and conduct, the order appears to target and stigmatize a specific community based on their traditional attire and occupation.

As calls for accountability grow louder, many are urging authorities to investigate the matter thoroughly and take appropriate action to address the underlying issues of discrimination and prejudice within the administration.

Efforts to reach out to the Divisional Forest Officer for comment on the matter have been ongoing, but as of now, no response has been received.
