Land acquisition work on Srinagar – Baramulla – Uri Project to be expedited

Secretary, Planning Development and Monitoring Department, Dr Raghav Langer today took a review meeting regarding progress of Srinagar-Baramulla-Uri National Highway Project in District Baramulla, along with Deputy Commissioner Baramulla and Officers of Border Roads Organization.

Secretary Planning, who is also the Mentor Secretary for district Baramulla, mentioned that the instant project is having strategic importance and stressed that all efforts shall be put in for its timely completion without compromising the work quality and all bottlenecks shall be removed for its timely completion.

A detailed power point presentation was given by the Lt. Col. Jitender Singh, OC, 53 RCC Project Beacon in which he mentioned that Job for preparation of DPR for improvement of Road Srinagar-Baramulla-Uri (NH-1) from km 14.200 (Narbal) to km 57.800 to NHFL specification and from km 57.800 to km 101.00 to NHDL with paved shoulder has already been sanctioned in 04 packages by MoRTH. Commander, BRTF of Project Beacon apprised the Secretary Planning that the project is on track but there are some issues pertaining to land acquisition which need to be resolved. He said that in few cases, estimates of tree compensation from Horticulture Department and assessment of valuation of structures from R&B Department are awaited, besides compensation disbursement needs to be expedited by the Collector/CALA esp along the stretches of Sangrama flyover, Pattan bypass & Baramulla bypass.

Deputy Commissioner Baramulla assured that the estimates of Horticulture and R&B Department shall be furnished within couple of days, meanwhile DC stressed that an immediate action is required to be taken by BRO vis-à-vis road widening, berm filling, construction of passenger sheds and drainage which otherwise become the main cause of traffic jam esp in the Baramulla Town. For compensation disbursement, Deputy Commissioner intimated that the cases are being evaluated on war footing basis and every possible effort is made to finish the process as soon as possible so that land compensation is disbursed efficiently.

The Secretary Planning impressed that if there are any policy related issues, wherein some clarity is required at the Government level, same may be forwarded to the Revenue Department for their earlier resolution. Further, all pending 3G Awards shall be notified within a period of 15 days.

At the end, the Secretary Planning, Development and Monitoring Department directed all concerned to work in harmony and coordination so that all bottlenecks are removed and the project shall be got completed within stipulated period of time so that general public may feel at ease for commuting on this stretch of National Highway, without loss of time.
