Srinagar/Jammu: The Government of J&K today has issued Transfer Order, significant transfers and postings have been announced in various administrative positions within Jammu and Kashmir. These changes come as part of administrative restructuring to ensure efficient governance and optimal utilization of human resources. The order, numbered 817-JK(GAD) of 2024, issued on March 12, 2024, mandates immediate implementation.

  1. Mr. Amir Hussain Appointed as Special Officer, Auqaf, J&K: Mr. Amir Hussain, previously serving as Deputy Secretary in the J&K Public Service Commission, has been transferred and appointed as Special Officer for Auqaf, Jammu and Kashmir.
  2. Mr. Zakir Hussain Assumes Deputy Secretary Role in Power Development Department: Mr. Zakir Hussain, who held the position of Assistant Commissioner Panchayat in Kishtwar, will now serve as Deputy Secretary to the Government in the Power Development Department.Additionally, Mr. Phulail Singh, currently the Project Officer for Wage Employment in Kishtwar, will temporarily take charge as Assistant Commissioner Panchayat, Kishtwar, alongside his existing responsibilities.
  3. Mr. Mohsin Raza Relocated as District Mineral Officer, Rajouri: Mr. Mohsin Raza, previously serving as Deputy Secretary to the Government in the Health and Medical Education Department, has been transferred to the role of District Mineral Officer in Rajouri.
  4. Mr. Tariq Ahmad Reshi and Mr. Showkat Ahmad Bhat Trade Roles: Mr. Tariq Ahmad Reshi, Sub-Registrar in Sopore, will now assume the position of District Mineral Officer in Anantnag, while retaining additional responsibilities as Chief Executive Officer of the Municipal Council in both Sopore and Anantnag.Conversely, Mr. Showkat Ahmad Bhat, the former District Mineral Officer in Anantnag, will take over as Sub-Registrar in Sopore. Like Mr. Reshi, he will also hold the position of Chief Executive Officer in both Sopore and Anantnag.
  5. Mr. Mohd. Naseeb Transferred to Social Welfare Department: Mr. Mohd. Naseeb, who previously served as District Mineral Officer in Rajouri, will now take on the role of Deputy Secretary to the Government in the Social Welfare Department.
  6. Mr. Majad Jhangir Assigned Deputy Secretary Position in J&K Public Service Commission: Mr. Majad Jhangir, formerly Special Officer for Auqaf, J&K, will now serve as Deputy Secretary in the J&K Public Service Commission.

IAS Mohammad Aijaz is the new Civil Aviation Commissioner

In the interest of administration, it is hereby ordered that Mr. Mohammad Aijaz, an accomplished officer of the Indian Administrative Service (IAS) belonging to the 2012 batch, currently serving as the Administrative Secretary of the Planning Development & Monitoring Department, with the additional responsibility of overseeing the Civil Aviation Department, shall also assume the role of Civil Aviation Commissioner.

Mr. Aijaz, with his extensive experience and proven capabilities, is deemed suitable to take on this additional responsibility alongside his existing duties. This decision has been made to streamline administrative processes and ensure effective management within the Civil Aviation Department.

Effective immediately, Mr. Mohammad Aijaz will be entrusted with the responsibilities of both Administrative Secretary and Civil Aviation Commissioner. He is expected to execute his duties diligently, ensuring smooth operations and promoting the growth and development of the civil aviation sector.

This arrangement shall remain in effect until further orders are issued. It is anticipated that Mr. Aijaz’s leadership will contribute significantly to the advancement of the Civil Aviation Department’s objectives and the overall enhancement of administrative efficiency.

Holiday Declared in Jammu and Kashmir to Mark Shri Ram Lalla Pran Pratishtha at Ayodhya

Date: January 21, 2024 – In a significant move, the Government of Jammu and Kashmir has declared a half-day public holiday on January 22, 2024. This decision comes in connection with the Pran Pratishtha ceremony of Shri Ram Lalla at Ayodhya, as per the directive in Reference F. No.12/7/2023-JCA dated January 18, 2024, issued by the Ministry of Personnel, Public Grievances & Pensions (Department of Personnel & Training), Government of India.

The official order, Government Order No.203-JK (GAD) of 2024, issued today, cites continuity with Government Order No.1582-JK(GAD) of 2023 dated December 11, 2023, and Government Order No.1583-JK(GAD) of 2023 dated December 11, 2023. The public holiday will be observed till 2:30 p.m. on January 22, 2024, in the Union territory of Jammu and Kashmir.

This move aims to facilitate the participation of the public in celebrations and observances related to the Pran Pratishtha ceremony of Shri Ram Lalla at Ayodhya, a momentous occasion for millions of people across the country.

Citizens are encouraged to take note of this half-day public holiday and plan their activities accordingly, considering the restrictions in place until 2:30 p.m. on the specified date. The government urges everyone to join in the festive spirit and celebrate this auspicious occasion with joy and harmony.

Important Note:-

The Principals of all the Private B. Ed affiliated Colleges shall ensure that all the selected candidates possess the minimum required eligibility and have passed their qualifying examination/ have category certificate (if selected under any reserved category) issued by or before 22nd  November 2023. The same may be verified by the original documents/certificates of the candidate. No authority slip shall be issued by the Principal to the candidate who aren’t eligible or does not have valid category certificate.

The admission of the candidates is subject to the:-

  1. Production of all relevant original documents {Marks Card/s of qualifying examination, Provisional and Character certificates of the Institution last attended, valid Reserved Category Certificate (wherever applicable), Migration Certificate};
  2. Production of eligibility cum revival of registration/migration form wherever applicable alongwith prescribed fee;
  3. Fulfilling of minimum required eligibility conditions to be verified by the concerned College;
  4. Clearance  from  the Academic Section  in  respect  of  the  candidates  having qualified examination  from  Universities/Institutions other than University of Kashmir;
  5. NOC from the concerned Department in case of In-service candidates;
  6. Production of an affidavit sworn in before 1st Class Magistrate stating that:
    • I am not on rolls of any other Institution;
    • All the submitted certificates/documents are genuine;
    • I have not availed the benefit of the reserved category certificate for pursuing any UG Programme earlier (if seeking admission under Reserved Category);
    • I will strictly adhere to the rules and regulations of the University;
    • I understand that in case of any misinformation or concealment of any information or indiscipline, my admission to the programme shall be cancelled and I shall be subjected to legal action;
    • I submit this affidavit under free will and without any pressure, compulsion, fraud or coercion.
  7. The  college  shall  not  charge  admission/tuition  fee  from  the  selected  students  beyond  the  fee  structure  fixed  by  the  State Government/ affiliating University, notified vide : No.F(Revised Fee Structure-UG PG)Acad/KU/18.
  8. In no case whatsoever, no admission is made by the college on its own.
  9. The Assistant Registrar, Registration is requested not to accept the RR’s beyond the approved intake and forthwith return the RR’s, if any to the college, so as to rule out possibility of litigation or regularization of unauthorized admissions. The Assistant Registrar, Registration is further requested to report back to this office within 20 days any cancellation of admission of the ineligible candidates or unauthorized admission.
  10. The admission of the candidates from outside J & K are subject to the condition that the qualifying examination / University is recognized by UGC which should be ensured by the Registration Section.

The provisionally selected candidates should go through the detailed instructions regarding the submission of admission forms available on the official website of www.kashmiruniversity.net. The students are advised to minutely go through the instructions before the submission of Admission Form etc. The selected candidates are hereby directed to complete the admission formalities from 09th Jan, 2024 upto 16th Jan, 2024. The candidates shall have to approach alongwith all documents/certificates in original to the respective Pvt. Affiliated B.Ed college for verification of the documents/certificates. Any provisionally selected candidate failing to complete the admission formalities upto 16th Jan, 2024 shall forfeit his / her right to admission and the resultant vacancy (ies), if any, shall be filled up from among the waiting list candidates.

How to Pay JKPDD Online payment process:

Power Development Department (PDD is one of the Jammu and Kashmir state government departments responsible for energy transmission and power distribution in all districts. Later in 1995, the Department of Energy Development was changed to Jammu and Kashmir State Power Development Corporation (JKSPDC).

Speaking in Grand Kashmir, the Minister of State in power, Muhammad Ashraf Mir, said that this measure was intended to facilitate the payment of bills and that “this step is also part of the campaign to facilitate business because commercial consumers can also benefit from the convenience of online payment facility. “

Meanwhile, the DP selection has obtained a very good reaction from the people. “ultimately, DP opted for an online charge of bills,  which is a superb step,” said Imran Farooq, a resident of Srinagar, adding that the department should encourage people to pay their bills online by offering them some concessions.

About JKPDD:

Power Development Department (PDD) is one of the state government departments of Jammu and Kashmir responsible for all functions associated with the transmission and distribution of electric power inside the state. The production sector is supported by J & K State Power Development Corporation (JKSPDC).

The Jammu and Kashmir State Energy Development Department works like any other electricity board in the country and around the world. Unlike other electricity boards in the country that collect revenue for their respective governments, the JKPDD is the only one of its kind that acts as a sink for the state treasury.

In fact, the JKPDD does not accumulate revenues in proportion to the quantum of electricity produced, purchased from other states and distributed by the ministry to the general public, but there is rather a significant variation in the discrepancy. Although the department does exceptionally well and the revenue mix is gradually increasing each year, so far the government has not yet been amortized by making profits through the department.

One should not be considered and start doubting the efficiency of the engineers and employees of the department, but the reasons why the JKPDD is a non-profit organization is other than technical and managerial, but the sphere includes the political factors, social and geographical. to a very large extent. There is no malfunction because of the branch, however different factors contribute to the purpose.

Recently, the unbundling of the JKPDD was cited by some as one of the remedies for the losing department but the same thing cannot be validated and this is not factual in my opinion. My point is that by unbundling the department, the government will add to our miseries, if not more.

The Power Development Corporation currently the SPDC that was previously part of the G & T (Generation and Transmission) wing of the Energy Development Department was in the 1990s separated from the DP and therefore unbundling started from this moment, by the Generation Wing turning into a society.

Kashmir University Suspends Classwork till 11th Oct Ahead of President Droupadi Murmu’s Visit for 20th Annual Convocation

Srinagar, October 9, 2023 – In a surprising turn of events, Kashmir University (KU) has suspended all classwork until October 11, 2023, ahead of the highly anticipated visit of President Droupadi Murmu. The decision was taken in light of the 20th Annual Convocation, where President Murmu is scheduled to deliver the convocation address on October 11, marking her first visit to Kashmir since assuming office.

The order for the closure of departments was communicated separately by the Heads of Departments (HODs) on Sunday night through WhatsApp, with the exception of the Library and Information Department, whose staff remained unaware of the developments. The convocation ceremony will witness the President honoring more than 400 meritorious students from the year 2020 onwards with gold medals, MPhil, and PhD degrees.

Post the convocation address, a grand light and sound show is planned at Dal Lake in honor of President Murmu, providing a spectacular visual treat for the attendees. Later in the evening, the President will be hosted by Lieutenant Governor Manoj Sinha at Raj Bhawan in Srinagar, enhancing the significance of the occasion.

The security apparatus in Kashmir has been significantly fortified in preparation for the President’s visit. Although there are no specific threats, security measures have been intensified to thwart any potential security risks. Additional security personnel have been deployed, particularly around KU, and a three-tier security grid has been established. Drone surveillance will be conducted at the venue, and joint frisking operations by the police and CRPF are underway at various locations.

Senior police officials emphasized that a combination of human and technical resources will be employed to ensure a seamless and incident-free event. Surprise checks have been conducted in Lal Chowk and other parts of Srinagar, with pedestrians and vehicles being meticulously searched. The police are working diligently to minimize inconvenience to the general public while upholding stringent security standards.

KU had previously informed all registered students about the convocation, highlighting that qualified students in various disciplines, including PhD, MPhil, MD, MS, and diploma courses, will be conferred degrees during the ceremony.

An employee can raise a request for the data updation. For Data Correction the following steps are to be followed.

  • Select the each form from the list display
  • Based on the Selected form will displayed on the new window. Remember the Popup should be enabled in the browser
  • Make the desired corrections, also upload your latest photograph along-with the scanned copies of promotions, first appointment etc.
  • Ensure you have visited each forma and confirm the data for each form.
  • After confirming the each form the click on declaration and submit it to the DDO.

DDO End  

The DDO can login on the JKhrms portal using the same credential as used in CPIS and verifies the data after comparing with the service book of the employee.
